Code execution via unchecked charset buffer copy

Stack-based buffer overflow in html2xhtml 1.3 allows local users to crash the converter or execute code via crafted HTML input. In read_charset_decl, a loop lowercases input bytes into the fixed-size stack array buf without adequately enforcing its upper bound. A local user must cause the command-line converter to process crafted HTML; the demonstrated result is a segmentation fault, while the corruption also permits code execution.
