Guard discovery via undersized onion-service circuits

Information disclosure in Tor Arti 1.2.2 allows remote attackers to identify L2 and L3 guards through undersized onion-service circuits. With full vanguards enabled, tor-circmgr 0.18.0 omits a required extra hop in some circuit-construction paths, producing three-hop circuits instead of the intended longer paths. Only clients or services using full vanguards for onion-service connections are affected; the defect weakens resistance to traffic analysis without granting direct data access or modification.
