Server crash via unbounded REST response reads

Resource exhaustion in Stacklok Minder before 0.0.49 allows remote authenticated users to crash the server through a malicious REST endpoint. The REST ingester's parseBody path passes an unbounded response body to JSON decoding or io.ReadAll, allowing the response to consume available memory. Low-privileged access to configure and invoke a REST-backed rule is required, and the resulting memory exhaustion terminates the Minder server.
