Phishing via authenticated OIDC open redirect

Open redirect in the OIDC Provider of IBM Security Verify Access 10.0.0 through 10.0.8 allows remote authenticated users to misdirect victims. The provider accepts a redirect_uri that appends a query string to a registered URI unless a pre_token mapping rule enforces an identical match. Exploitation requires authenticated access and persuading a victim to open a crafted site; the trusted-looking redirect supports phishing.
