Local denial of service via skipped policy persistence

Denial of service in Android 14 Framework allows local users to interrupt device management by preventing MDM policy persistence. OwnersData.DeviceOwnerReadWriter.shouldWrite evaluates false when other owner-data fields remain, causing writeToFileLocked to skip serialization and delete device_owner_2.xml instead of preserving the policy data. Local access is required; no additional execution privileges or user interaction are needed, and loss of persisted MDM policy state disrupts managed-device operation.
