Local privilege escalation via USB setup overlay

Elevation of privilege in Google Android 12 through 14 allows local users to escape Setup Wizard through a USB activity overlay. UsbProfileGroupSettingsManager resolves a registered USB handler activity during incomplete setup without first checking USER_SETUP_COMPLETE, allowing that activity to overlay Setup Wizard. Exploitation requires user interaction with a local USB attachment during initial device setup and grants access beyond the restricted setup flow.
