Local privilege escalation via unfiltered app-op queries

Incorrect privilege assignment in Google Android 13 and 14 allows local users to escalate privileges through an installed app. AppOpsService.collectOps returns restricted app-op entries without filtering callers that lack GET_APP_OPS_STATS, exposing an app's ACCESS_RESTRICTED_SETTINGS state. An unprivileged app can trigger the flaw without user interaction or additional execution privileges and learn state reserved for privileged readers.
