Local privilege escalation via unthrottled PiP resizing

Improper request throttling in Google Android 12, 12L, 13, and 14 allows local users to escalate privileges via PiP resizing. ActivityClientController accepts repeated aspect-ratio changes through setPictureInPictureParams without a per-app quota, flooding resize requests and freezing a PiP window. A local app can trigger the flaw without user interaction or additional execution privileges, leaving the PiP window unmovable and undeletable.
