Local privilege escalation via lockscreen VPN termination

Privilege escalation in Google Android 13 and 14 allows local users to disable an active VPN from the lock screen without unlocking. FooterActionsViewModel.onForegroundServiceButtonClicked opened the foreground-services dialog directly instead of dismissing the keyguard first. No user interaction or added execution privilege is required; the exposed dialog can terminate the VPN and remove its network protection.
