Local privilege escalation via death-recipient cookie race

A race condition in Android 12, 12L, 13, and 14 Framework allows local users to escalate privileges through media transcoding. Multiple TranscodingResourcePolicy.cpp paths can concurrently delete a Binder death-recipient cookie without coordinated ownership, corrupting memory. Successful exploitation requires local execution but needs no user interaction or additional execution privileges.
