Service interruption via oversized curve primality checks

Resource exhaustion in Randombit Botan before 2.19.4 and 3.0.0-alpha0 through 3.2.0 allows remote attackers to interrupt service. EC_Group::BER_decode_EC_group passed an unbounded explicit-curve prime to probable-prime testing instead of first enforcing a size limit. Any application that parses an attacker-supplied ECDSA X.509 certificate with explicit curve parameters can spend excessive CPU time checking a very large prime, delaying or halting its service.
