Certificate-processing hang via quadratic name-constraint checks

Resource-consumption denial of service in Botan before 2.19.5 and 3.0.0 through 3.4.0 allows remote attackers to hang certificate processing. X.509 path validation compares every SubjectAlternativeName against every CA name constraint and parses large name sets quadratically instead of enforcing a work bound. A remote peer must supply a certificate chain with many subject alternative names and many CA constraints; processing then consumes excessive CPU and stalls certificate-dependent service.
