Requester impersonation via cross-wiki ID collision

Incorrect authorization in Miraheze CreateWiki before 02e0f298f8d35155c39aa74193cb7b867432c5b8 allows remote attackers to impersonate wiki requesters. Special:RequestWikiQueue treats a matching wiki-local user ID as the requester's identity, although identical numeric IDs can belong to different users across a wiki farm. The attack requires a colliding local ID on a non-global wiki and grants only actions available to the original requester.
