Duplicate post creation via concurrent cooldown bypass

Improper interaction-frequency control in WOWS-Karma 0.17.4 and earlier allows remote authenticated users to create duplicate posts. The CreatePost API action checks cooldown state without serializing simultaneous requests from the same account, so concurrent submissions pass validation before any request updates the state. A signed-in user must submit overlapping post-creation requests; the result is duplicate content, while concurrent karma updates do not refresh metrics more than once.
