Background service restriction bypass via missing access control

Improper access control in SamsungNotesService on Android 12 through 14 Samsung Mobile Devices allows local users to start background services. The service fails to enforce the access check that normally restricts service launches initiated while an application is in the background. A local application is required; Samsung has not disclosed which background service is started or any consequence beyond bypassing the launch restriction.
