Receiver crash via unchecked DIMSE string

Denial of service in DCMTK before 3.6.9 allows remote attackers to crash a DIMSE receiver by sending an invalid message. During DIMSE command parsing, getString uses a null string returned after DcmElement::loadValue accepts a premature end of stream, causing a null-pointer dereference. No authentication or user interaction is required; the demonstrated consequence is a receiver-process crash, not data disclosure or modification.
