Process crash via unchecked failed string extraction

NULL pointer dereference in OFFIS DCMTK before 3.6.9 allows remote authenticated users to crash dcmnet via an invalid DIMSE message. In dimcmd.cc, getString passes the returned pointer to string operations without confirming that DcmElement::getString succeeded, so failed extraction leaves a null pointer for dereference. Access to a network-exposed DIMSE endpoint with low privileges is required, and the demonstrated consequence is a process crash without reported data disclosure or modification.
