Remote service hang via zero-length OpenFlow action

Infinite-loop flaw in OFPBucket parsing in Faucet SDN Ryu 4.34 and earlier allows remote attackers to hang the controller via OpenFlow. The parser advances its buffer offset and parsed length only by action.len, so a zero value leaves both counters unchanged inside the bucket loop. An unauthenticated network peer must reach the OpenFlow listener and submit a malformed action; the resulting parsing thread remains occupied indefinitely.
