AMF crash via empty NAS packet buffer

Reachable assertion in Open5GS before 2.7.1 allows remote attackers to crash the AMF through NAS messages sent from a UE. The ogs_nas_encrypt function in lib/nas/common/security.c asserts that pkbuf->len is nonzero instead of rejecting an empty packet buffer. Network reachability as a UE is sufficient, and the failed assertion terminates the AMF process, interrupting 5G core service.
