Undeserved rewards via stale previous ATX acceptance

Improper ATX validation in Spacemesh go-spacemesh before 1.5.2-hotfix1 allows remote attackers to obtain undeserved rewards. The incoming-ATX handler accepts a PrevATXID that identifies an earlier ATX instead of requiring the smesher's latest published ATX. An unauthenticated peer retaining PoST data for less than one epoch can remain reward-eligible and claim a full tick amount.
