Remote service crash via missing NAS PDU

Reachable assertion in Open5GS MME 2.6.4 and earlier allows remote attackers to crash the service via a malformed S1AP packet. The s1ap_handle_initial_ue_message function handles a missing NAS_PDU by sending an error indication and asserting that the send succeeds, terminating the MME when that assertion fails. An unauthenticated device able to reach the cellular core can repeat the packet to interrupt LTE service.
