Authentication bypass in TOTOLINK CP450 4.1.0cu.747_B20191224 allows remote attackers to obtain telnet access over the network. The SetTelnetCfg handler trusts an attacker-controlled telnet_enabled value and starts the device's telnetd service without authorization. No prior privileges or user interaction are required, and successful telnet access permits code execution on the appliance.
