Service crash via unchecked PLMN identifier slicing

Out-of-bounds read in Rimedo Traffic Steering xApp 0.1.1 allows remote attackers to crash the service via a malformed indication message. The reader.go indication parser slices a PLMN identifier at fixed offsets without first checking that the decoded string contains at least three bytes. Remote attackers able to supply unexpected E2 indication data can trigger a Go runtime panic, interrupting traffic-steering service operation.
