Service interruption via unchecked peerInfo pointer

NULL pointer dereference in O-RAN E2T software allows remote attackers to interrupt service through buildPrometheusList. buildPrometheusList dereferences peerInfo without first ensuring that the pointer is non-NULL. No authentication or user interaction is required, although O-RAN project meeting notes state that the flaw was not reproduced.
