e2mgr crash via E2 request flooding

Denial of service in O-RAN Near Realtime RIC H-Release allows context-dependent attackers to crash e2mgr via E2 request flooding. The sim-e2-interface path accepts a significant volume of xApp-originated E2 Subscription Requests without bounding the resulting algorithmic workload. Context-dependent attackers must control or operate through an xApp and sustain the request flood, which interrupts the e2mgr service.
