Login ReCAPTCHA bypass via missing enablement check

Improper input validation in Moodle LMS 4.3 through 4.3.3 allows remote attackers to bypass ReCAPTCHA on the login page. The login authentication path fails to confirm that ReCAPTCHA is enabled before deciding whether to enforce its response validation. The site must use ReCAPTCHA on login; other ReCAPTCHA-protected pages are unaffected, and the documented impact is limited to bypassing that login control.
