Local file inclusion via modified workshop backup

Local file inclusion in Moodle LMS 4.0 through 4.3.3 allows remote authenticated users to include a local file through a modified workshop backup. Moodle has not published the affected restore function or the validation failure that lets the backup select the included file. Exploitation also requires workshop-restore access, direct web-server access outside the Moodle webroot, and cross-tenant content exposure in misconfigured shared hosting.
