Code execution via modification-time metadata encoding overflow

Heap buffer overflow in HDF5 1.14.3 and earlier allows context-dependent attackers to crash or execute code via a crafted HDF5 file. During h5repack processing, H5O__mtime_new_encode writes encoded modification-time metadata beyond its heap output buffer. The target must process attacker-controlled HDF5 content, and the upstream regression test reaches the condition by passing the crafted file to h5repack.
