Decryption bypass via incorrect domain comparison

Interpretation conflict in affected PAN-OS 9.0 through 11.0 releases allows remote attackers to bypass intended TLS traffic decryption. The Predefined Decryption Exclusions matcher compares destination-domain strings incorrectly, causing unlisted domains to satisfy the exclusion test. Exposure requires configured Predefined Decryption Exclusions; affected traffic passes without TLS inspection, weakening policy enforcement.
