Authenticated transient deletion via missing capability check

Missing authorization in POSIMYTH Innovations Nexter Blocks 3.2.5 and earlier allows remote authenticated users to delete transients. The Tp_f_delete_transient() function processes a deletion request without checking the caller's WordPress capability before removing transient cache data. Subscriber-level access is sufficient, and the bounded result is transient-data deletion that can disrupt cached application behavior.
