Secret disclosure via hard-coded key and uncleared buffer

Hard-coded key use in Fortinet FortiManager 6.4.0 through 7.6.1 allows remote authenticated users to decrypt stored secrets. The encryption path copies certain passwords into a 128-byte buffer without clearing unused bytes, then encrypts the buffer with a publicly known AES-CBC key. JSON API permissions are required; retrieved configuration ciphertext discloses passwords and residual adjacent memory, including internal values.
