Service hang via nonconsuming Brotli decompression loop

Denial of service in the Envoy Brotli decompressor allows remote attackers to hang request processing using compressed data with trailing input. The decompress method continues while input remains, but bytes after valid Brotli data stay unconsumed, so its processing loop never exits. Exposure requires the Brotli HTTP decompressor filter and an unauthenticated request containing a valid Brotli stream followed by extra bytes.
