Authenticated vtgate crash via stalled multibyte decoding

Denial of service in Vitess before 17.0.7, 18.0.0 through 18.0.4, and 19.0.0 through 19.0.3 allows remote authenticated users to crash vtgate. Multibyte collation decoders return a zero-byte width for truncated UTF-16, UTF-32, or UCS-2 input, so the conversion loop never advances and appends replacement bytes without bound. A user with sufficient query privileges can submit the crafted character-set literal over vtgate's network SQL interface, exhausting memory and terminating the vtgate process.
