Reflected XSS via unquoted stack-trace arguments

Reflected XSS in Yii 2 2.0.49.3 allows remote attackers to execute JavaScript through crafted stack-trace arguments. ErrorHandler::htmlEncode uses ENT_NOQUOTES when placing truncated arguments longer than 32 characters in a span title, so a double quote escapes the attribute and injects an event handler. Exploitation requires debug mode, visible stack traces, zend.exception_ignore_args disabled, an attacker-induced exception, and user interaction with the rendered trace.
