Application hang via unbounded Unicode filename normalization

Denial of service in Frigate before 0.13.2 allows remote authenticated users to hang the application via crafted Unicode filenames. Frigate's media API passes unbounded attacker-controlled filenames to Werkzeug secure_filename(), where NFKD normalization consumes excessive CPU. Access to the Frigate instance is required, and the resulting hang prevents the web application from processing further requests.
