Unauthenticated notice dismissal via missing capability check

Missing authorization in Shared Files 1.7.16 and earlier allows remote attackers to dismiss WordPress administrative notices. The process_notifications function accepts a notice-dismissal request without checking the caller's WordPress capability. Unauthenticated network access is sufficient, and the bounded effect is unauthorized modification of notice state rather than file access or code execution.
