Denial of service via compressed header duplication

Uncontrolled resource consumption in Suricata 6.0.0 through 6.0.18 and 7.0.0 through 7.0.4 allows remote attackers to exhaust memory. The HTTP/2 HPACK parser copies previously seen header name and value vectors for each indexed reference, creating quadratic memory growth. Exposure requires the HTTP/2 parser to be enabled and the crafted stream to traverse monitored traffic; memory exhaustion can interrupt inspection.
