Stored XSS via unsandboxed HTML build artifacts

Stored XSS in NixOS Hydra before 23.11 allows remote authenticated users to execute scripts through crafted HTML build artifacts. The serveFile path in Build.pm returns regular build-output files without a sandboxing Content-Security-Policy, leaving HTML in Hydra's origin. A user must open the artifact; its script then runs in the browser context and can issue authenticated same-origin HTTP requests.
