Denial of service via premature close_notify handling

Infinite-loop denial of service in affected Rustls releases allows remote attackers to halt blocking server threads with crafted TLS messages. CommonState treats an unauthenticated close_notify received during ClientHello processing as EOF while the connection remains handshaking, leaving complete_io with neither read nor write work and no reachable exit. Only blocking complete_io callers, including Stream and StreamOwned, are exposed; affected threads spin at full CPU after disconnection, and several requests can stop a multithreaded server from handling normal traffic.
