Process crash via invalid attribute-table entry cleanup

Out-of-bounds read in HDF5 Library 1.14.3 and earlier allows local users to crash a process by supplying a malformed HDF5 file. H5A__attr_release_table treats the attribute table allocation capacity as its initialized-entry count and passes an invalid attribute pointer to H5A__close. The crash occurs when an application such as h5diff or TensorFlow loads the file, corrupting the instruction pointer in that process.
