Administrator account takeover via unverified password reset

Incorrect privilege assignment in OTP Login With Phone Number 1.7.16 and earlier allows remote authenticated users to seize administrator accounts. The password-reset flow changes another user's password without properly verifying that the requester owns the target account. Subscriber-level access is sufficient to reset an administrator password and take control of that account without user interaction.
