Root-readable file disclosure via unrestricted pull API

Missing authorization in Canonical Pebble before 1.10.2 allows local users to read files with root-equivalent permissions. The GET /v1/files?action=read handler was marked UserOK, so the daemon served caller-chosen paths without requiring administrator access. Exploitation requires local access to Pebble's API socket and a root-run daemon; exposed data includes SSH keys, database passwords, and other files readable by root.
