Process crash via unchecked SNI setter failure

Denial of service in affected Envoy 1.13.0 through 1.30.0 releases allows remote attackers to crash the proxy via an oversized authority header. ClientContextImpl::newSsl passes the auto_sni-derived value to SSL_set_tlsext_host_name and asserts on its failed return instead of propagating the error. Reachability requires an upstream TLS cluster with auto_sni enabled and an authority or configured override header longer than 255 characters; a successful trigger terminates the process.
