Authenticated command execution via unsanitized L2TP parameter

OS command injection in TOTOLINK X5000R V9.1.0cu.2350_B20230313 allows remote authenticated users to execute arbitrary commands. The setL2tpServerCfg handler passes the ipsecL2tpEnable value from a cstecgi.cgi request into command processing without neutralizing shell metacharacters. Access to the router management interface and a valid login are required; successful exploitation grants command execution on the device.
