Authenticated code execution via unchecked image upload

Arbitrary file upload in Phpgurukul Tourism Management System 2.0 allows remote authenticated users to place PHP files on the server. The package-image handler at /tms/admin/change-image.php accepts the packageimage filename and content without file-type validation and stores the file in a web-accessible directory. Administrator access and a PHP-capable web server are required for an uploaded script to execute when its resulting URL is requested.
