Memory corruption via truncated chroma dimensions

Buffer overflow in FFmpeg 7.0 allows context-dependent attackers to corrupt memory by supplying a one-line or one-column video frame. The load_input_picture function uses truncating right shifts for chroma-plane dimensions instead of ceiling division, producing zero dimensions that reach a buffer operation as a negative size. Processing the crafted frame requires user interaction; the overflow corrupts encoder-process memory, resulting in a process crash or altered execution.
