Local command execution via world-readable database credentials

Credential exposure in Siemens Spectrum Power 4 before V4.70 SP12 Update 2 allows local users to execute system commands. A credential file is readable by every local account and discloses credentials for a privileged application database user. Low-privileged local access is required; the exposed database account permits a connection to the database and command execution through it.
