Service interruption via unbounded JOSE iteration count

Improper input validation in Apache CXF JOSE before 4.0.5, 3.6.4, and 3.5.9 allows remote attackers to interrupt service via a crafted token. During JOSE token processing, the PBES2 path accepts an attacker-controlled p2c iteration count without a practical upper bound, forcing excessive password-based key-derivation work. No authentication or user interaction is required, but a deployment must expose token processing that enables the affected JOSE code; availability is the only reported consequence.
