CPU exhaustion via unthrottled remote-content imports

Uncontrolled resource consumption in Mealie before 1.4.0 allows remote authenticated users to exhaust server CPU through recipe imports. The safe_scrape_html function follows a user-supplied URL and streams arbitrarily large responses without rate limiting, keeping workers CPU-bound. Any authenticated account can sustain concurrent imports that consume all container CPU and generate indefinite traffic toward an external target.
