Authenticated code execution via unchecked skin macros

Missing authorization in XWiki Platform affected branches before 14.10.19, 15.5.4, or 15.10-rc-1 allows remote authenticated users to execute code. XWikiVelocityManager compiled and installed global macros from a custom skin template without checking whether the template author held the Script right. Any account that can edit a page, including its own profile, can create the skin override and run code with programming right across the XWiki installation.
